I did catch the tail end of MSNBC wrap up and one may have thought Obama was a Republican by their responses. What did others think of what was said?

What would you do?

Okay, I know I mentioned posting something this week on Sharia Law but I have not completed my research on the topic enough to post anything. That being said, I have a hypothetical situation that I struggling with and seek guidance from my devoted readers; and others of course. Let's say one was born into a family of four that had a household income of $30,000. While one grew up within that household things were tight and there was not a lot of extra's to be enjoyed. After successfully completed High School and avoided any pitfalls one is faced with two options:

  1. To go onto college, earn a degree and obtain a career with unlimited upside potential.
  2. To skip college, obtain a minimum wage position and look for public assistance at every opportunity.


 

Now, I'd like to think that everyone would chose option A. Here is the caveat though, as one earns more money and improves their lot in life one is expected to shoulder more and more of the burden of paying for entitlement programs and other public assistance to ensure those that did not go onto college, or a trade school, are taken care of. A friend of my on Facebook is always spouting, "Spread the Wealth". What type of society will exist if we "spread the wealth"? I understand that many of the richest people in America are pledging to donate 50% of their wealth to charity upon death. Well, imagine how much more they'd be able to give if the inheritance tax doesn't back up to 50%. Generational wealth is one thing but what incentive do we leave our youth if they are given two paths: work hard, keep less or work less, get more?

Wealthy Americans are not the enemy and will not bring down the United States; rather they will simply move out your state or our country if we continue to use them as ATM machines. Now, I am not a member of the wealthy class but I aspire to get there someday. When I do get there, I want to be in control of my money and to whom it is doled out to. I read the demonizing of Wall Street for the excessive bonuses. What people fail to see is that these people are paid on performance of the company and some of the decisions they make will not be popular. Other's rail against them because of the bailouts and that is one to bring up. Our Government should not be in the business of bailing companies, union pensions, or any other public or private institution out. If these groups cannot prosper and be held accountable then why on Earth would anyone want to choose option A above?

Entitlements need to go. Public employee Unions need to go. I am not advocating that those that in the system now be completely shut off from them; rather I am saying we need to phase them out. The bulk of the money that was given states for "Race to the Top" is being funneled into Union pension funds. The bailout of Detroit was to ensure Union pensions. Don't get me wrong Unions have their purpose but they also hold companies and America hostage. So I go back to my original question above. Which option would you choose?

Notice is Hereby Given that the Hamburg City Council will hold a Special Meeting on August 31, 2010 at 7:30 p.m. at the Hamburg City Hall at 181 Broadway Ave, Hamburg, MN.


 

The reason for the special meeting is to discuss and review the 2011 Proposed Budget. This special meeting will serve as a workshop to review the 2011 Proposed Budget. The 2011 Proposed Budget will be finalized at the September 14, 2010 City Council meeting.

Hamburg City Council Minutes – August 12, 2010

Mayor Malz called the Hamburg City Council meeting to order at 7:04 p.m. Councilmember Steve Trebesch, Councilmember John Barnes, Councilmember Brian Cummiskey, City Clerk Jeremy Gruenhagen, and Deputy Clerk Sue Block were in attendance. Councilmember Larry Mueller, Maintenance Worker Dennis Byerly, and Fire Chief Brad Droege were absent.


 

Agenda Review (Added Items) and Adoption

  • Added – August Claims List
  • Added – Email from Ann Perry (Planning Consultant)
  • Added – Updated Delinquency Report
  • Councilmember Barnes moved to adopt the agenda with the three additions, seconded by Councilmember Trebesch and motion carried. All Council members present voted aye, Councilmember Mueller was absent.


 

Review Claims List for August 2010

  • Added Claim number 14590 to Sorensen Appraisals, Inc. in the amount of $250 for Land Appraisal.


 

Approve Minutes for July 13, 2010

  • Councilmember Barnes moved to adopt the July 13, 2010 City Council Minutes, seconded by Councilmember Trebesch and motion carried. All Council members present voted aye, Councilmember Mueller was absent.


 

Old City Business

  • Council discussed using the Mediacom Franchise Fee fund to purchase a sound system, projector, and projector screen for the City of Hamburg. City Clerk Gruenhagen will work with NYA City Council for their approval of using the fund.
  • Playground equipment for the Hall Park will be installed after the Shop Driveway is completed.
  • Deputy Clerk Block will be closing the pond gates this Saturday.
  • Responses on List Serve concerning wage increases for Mayor and Council; no other cities are considering wage increases for 2011.
    • Council agreed that it would be hard to justify a wage increase.
  • The hand railing by the City Shop will be installed as soon as the Shop Driveway is completed.
  • The 2011 Preliminary Budget will be ready for next meeting.
  • Construction of a Handicap Bathroom at the Hall will be put on the 2011 Budget Wish List.


 

Fire Department Report


 

National Night Out

  • Approximately 200 people attended.
  • Cost to put on the event was between $290 and $300. The H.I.P. Group budget and donations were used to fund the event.
  • The City Office received two phone calls and one email from residents stating how enjoyable the night was.
  • Council stated that planning for next years National Night Out should start two months before the event.
  • A "Thank You" to residents for attending will be put on the cities web site.
  • "Thank You" notes will be sent out to all that donated and helped with National Night Out.

Mock OSHA Inspection – July 14th, 2010

  • Maintenance Worker Byerly is continuing to work on correcting the items listed.

Loss Control Follow Up Letter from LMCIT

  • The only item left to complete is the railing on the east side of the city shop doors.

City Shop Driveway/Sidewalk Update

  • City Clerk Gruenhagen and City Council agreed to have Hanson & Vasek Construction replace an additional 15 to 20 feet of curb located in front of the Hamburg Hall and to have Hanson & Vasek Construction also replace a 6' x 9' area of sidewalk next to the old sign post (Old HFD Sign Posts) and an additional 6' x 6' area of sidewalk.
  • Council discussed and decided to authorize Wm Mueller & Sons to grade the sides of the Shop Driveway and patch the street where the new curb and sidewalk was put in.
    • Councilmember Trebesch moved to authorize Wm. Mueller and Sons to do the final landscape grade and patch the city street where the new curb and sidewalk was put in, seconded by Councilmember Cummiskey and motion carried. All Council members present voted aye, Councilmember Mueller was absent.

Community Hall Ramp Canopy Repairs (Estimates)

  • Council discussed the repair of the Community Hall Ramp Canopy and decided to have Councilmember Cummiskey talk to a contractor on getting the Canopy fixed before winter.

Re-Siding Park Food Stand

  • Project will be put on the 2011 Budget Wish List.
    • Estimated Cost - $5,000 to $6,000

Estimates (Hydro Engineering) to Replace Valves (Water Tower)

  • Council discussed replacing the gate valves on the Cities Water Tower and decided to have Hydro Engineering do the work.
  • Councilmember Cummiskey moved to approve Hydro Engineering, Inc. to repair the gate valves on the Cities water tower, seconded by Councilmember Barnes and motion carried. All Council members present voted aye, Councilmember Mueller was absent.

Water Wells Usage/Water Consumption for 2010

  • City Clerk Gruenhagen is working with Jeff Dale and Aaron Meyer (Rural Water) and John Thom (S.E.H.) on trying to find an explanation as to why there is a discrepancy in the Cities water consumption versus water billed.

Rounds for August 14th and August 15th

  • Maintenance Worker Byerly will be off August 14 and 15 and needs someone to do the rounds. Councilmember Cummiskey volunteered to do the rounds for Maintenance Worker Byerly on the 14th and 15th.


 

Councilmember Cummiskey moved to recess the City Council meeting for five minutes due to the severe weather and the cities siren going off due to a possible tornado in the area, Councilmember Barnes seconded and motion carried.


 

Council resumed the City Council meeting at 8:55 p.m.

Variance Request for 775 Park Avenue

  • Council discussed the Memo from Ann Perry and the League of MN Cities (LMC) in relation to the MN Supreme Court Ruling relating to Variance Authority. The court ruling holds cities to a much stricter standard, which considerably limits variance opportunities.
  • After some discussion the City Council decided to approve the variance request for 775 Park Avenue with specific findings of fact, as recommended by the LMC. A public hearing will be scheduled for the variance request at the next City Council Meeting.

Metropolitan LCA Local Housing Incentives Account – Resolution 2010-04

  • Every fifteen years, communities in the metropolitan area are required by the Metropolitan Council to adopt a resolution committing to goals for new affordable and life-cycle housing units if they choose to participate in the Metropolitan Livable Communities Act Local Housing Incentives Account (LCA LHIA) program. Participating in the voluntary program allows cities to compete for funding designed to support activates that encourage affordable and lifecycle housing.
  • Councilmember Barnes moved to adopt Resolution 2010-04 to continue to participate in the Local Housing Incentives Account Program under the Metropolitan Livable Communities Act (2011-2020, seconded by Councilmember Trebesch and motion carried. All Council members present voted aye, Councilmember Mueller was absent.


 


 

Property/Casualty Insurance Renewal

  • Added 2001 International HD Rescue Truck and J-5 and Trailer to Auto Schedule.
  • Council discussed and decided not to waive the monetary limits on municipal tort liability.
    • Councilmember Trebesch moved to approve that the City Does Not Waive the Monetary Limits on municipal tort liability, seconded by Councilmember Barnes and motion carried. All Council members present voted aye, Councilmember Mueller was absent.

2010 Primary Election Results

  • The City of Hamburg had 291 registered voters however only 29 people voted in the Primary Election on August 10, 2010.

2011 Preliminary Budget

  • Hamburg's proposed levy has to be set by September 15, 2010.
  • City Clerk Gruenhagen informed Council that LGA funding for 2011 will be $58,777 however due to the States deficit this could change. The LGA funding will not be included in the Cities 2011 budget. If any amount is received it can be used for projects on the 2011 Budget Wish List.
  • Councilmember Trebesch moved to hold a 2011 Preliminary Budget Special Meeting on August 24, 2010 at 6:00 p.m., seconded by Councilmember Cummiskey and motion carried. All Council members present voted aye, Councilmember Mueller was absent.

City Council Wages/Employee Wages for 2011

  • Council briefly discussed if City Council and Employee wages should be frozen for the 2011 Budget. Council decided to discuss this further during the August 24th Special Meeting.

Filing Dates for Mayor and Two Council Member Seats

  • August 3rd to August 17th till 5:00 p.m. The City office will stay open until 5:00 p.m. on the 17th.

City Website

  • It was suggested to list City Activities on the City Website. Mayor Malz will have them added.

Resident Request (618 Donald Avenue)

  • The owner of 618 Donald Avenue is building an addition to his home and asked if the dirt that will be dug out for the addition could be stored on the proposed (future) street adjacent to his property.
  • Council discussed and decided they did not have any objections except that the dirt has to be removed by winter and the area restored to the way it was.

Mayor Malz

  • Mayor Malz requested authorization to purchase a Garden Hose Reel Cart for the City Park.
    • Council discussed and decided it would be a good idea to have one at the park and the money could be taken out of the Park Budget for the purchase.

HFD Relief Association Determination of Plan Liabilities and Required Municipal Contribution for 2011

City Council and Justin Buckentin (Fire Department) went over the reporting forms.

  • Municipal (City) contribution for 2010 - $42,101
  • Municipal (City) contribution for 2011 - $46,725
  • Total Fire Department members – 28
  • Total percentage funded – 82.8%
  • Councilmember Mueller moved to approve the 2009 Hamburg Relief Association Report, Form RF-10, Financial Report, and Form SC-10, seconded by Councilmember Barnes and motion carried. All Council members present voted aye, Councilmember Cummiskey was absent.

2010 FEMA Grant

  • No new information on the grant.

US Fish & Wildlife Grant

  • No new information on the grant.

DNR Grant

  • The Hamburg Fire Department was notified that they will receive a $425 grant from the DNR.


 

Training Grant

  • Fire Chief Droege received word that the Hamburg Fire Department will receive about $2,800 from the State Training Grant. The money will help pay for the Bloodborne/Airborne Pathogens/Right to Know classes, Fire Fighter One class, and for two specialty classes (Driving Simulator Training and House Burning Simulator).

Request to Contact Congress for Support of AFG Grant

  • Fire Department requested permission from Council to send letters to our Federal Senators and Representatives to request their support for the Aid to Firefighters Grant application for the Fire Paging project. City Clerk Gruenhagen will have the letter completed tomorrow for Fire Chief Droege to sign and send.

By-Laws of the Hamburg Firefighters Relief Association - Selection vs. Election

  • City Clerk Gruenhagen is gathering information from other cities if they use Selection or Election. He will report on this at the next Council meeting.

New Paging System

  • Fire Departments within the County that are using the new paging system say it is working great. The County is looking at dropping the price from $125 to under $100 per month if all Fire Departments in the County purchase the new paging system.

National Night Out

  • Fire Chief Droege and Council discussed the events and preparations that are being done for National Night Out on August 3, 2010.

Fire Station – Cement Pad

  • A new cement pad will be placed outside the NE door of the Fire Station within the next few days.

Projector Screen for Community Center

  • Fire Chief Droege and Council discussed using Cable Funds to purchase a new projector screen and projector for the Hamburg Community Center.
  • City Clerk Gruenhagen will follow up on this and report back at the next meeting.


 

Dennis' Report (Public Works & Utilities)


 

Mock OSHA Inspection – July 14th, 2010

  • Council and Maintenance Worker Byerly went over the Mock OSHA Inspection report. The report listed items that should be fixed to comply with OSHA regulations to avoid possible fines.
  • Maintenance Worker Byerly is working on correcting the items listed.

MN Department of Health Sanitary Survey Findings

  • Council reviewed the Minnesota Department of Health report on Hamburg's public water supply system. The MDH monitors Hamburg's public water supply system for contaminants required by state and federal drinking water rules.

Water Usage – Backwash Cycle

  • John Thom (S.E.H.) emailed information on the amount of water used during a backwash cycle. The flow per cycle is approximately 6,500 gallons, assuming one backwash per week. This would amount to 26,000 to 30,000 gallons per month.

Community Hall Ramp Canopy Repairs (Estimates)

  • Maintenance Worker Byerly and Council decided to obtain estimates on the canopy so it can be fixed before winter.
  • Maintenance Worker Byerly will continue to ask the insurance adjuster to come out and take another look at the damage caused by the ice jam. More damage had incurred than previously inspected by insurance adjuster.

Hall Handicap Bathroom

  • Council decided to put this project on hold until the Hall Canopy repair is completed. Canopy repair takes presidents over handicap bathroom project. City may not have enough in the budget to complete both projects.

Estimates for Re-Siding Park Food Stand

  • Project will be put on the 2011 Budget Wish List.

Water Tower Stand Pipe Repair

  • The tower repair company has been contacted and will be in Hamburg as soon as they complete another project.
  • The rust spots on the water tower will be repainted at the same time of pipe repair.
  • City Clerk Gruenhagen will check if the repainting will be covered under warranty.

Water Wells Usage – Water Consumption for 2010

  • Council and Maintenance Worker Byerly discussed the calibration of the magmeters, how accurate are they and how often they need calibrating.
  • City Clerk Gruenhagen will continue to monitor the Cities water usage on a monthly basis.
  • City Council requested Maintenance Worker Byerly to continue working on having water meters installed at the Park and City Shop.

Generator (WTP)

  • Mayor Malz will pick up oil filter and oil for Maintenance Worker Byerly to service the generator.

Wooden Bench in Park

  • Maintenance Worker Byerly was asked to remove the wooden bench on the east side of the duck pond.

Raise or Lower Curb Stops to Ground Level

  • Maintenance Worker Byerly has not worked on this project (assignment date 07/23/2009).

Purchase Scaffolding – Menards Account

  • Scaffolding was on sale at Menards but was not purchased during the sale dates.
  • Council discussed and decided to open a City charge account with Menards in Hutchinson. Only selected individuals will be listed as authorized users of the account.
    • Authorized Users: City Clerk Gruenhagen, Maintenance Worker Byerly, and Mayor Malz.

    • City Clerk Gruenhagen replied to his request that this would not be possible. Mr. Kleman has not contacted the City since.
  • Council discussed what the next step could be in obtaining the remaining easements. They decided to have the City Attorney get involved with helping the city in obtaining the easements.
  • Council discussed on what could be done yet this year so the project can be bid this year.

I/I Grant Program (Metropolitan Council)

  • Ron Seymour (S.E.H.) will be contacted by City Clerk Gruenhagen to look into the possibility of this grant being made available to the City of Hamburg.

2011 Policing Model (Proposed Reduction of FTE)

  • The Cities of Norwood/YA, Hamburg, and Cologne met with Jeff Enevold (Commander of Operations) and Sheriff Olson concerning cutting police costs for each City.
  • If the City of Hamburg agrees to the proposed model the cost for 2011 would be $13,163 compared to the 2010 cost of $21,341, a reduction of 38%, or a savings of over $8,000.
  • Council discussed the new model and made no decision at this time whether or not to approve the proposal.

Automatic Door Opener for Polling Place (Community Center)

  • The automatic door opener is scheduled to be installed on July 29, 2010. These costs are covered by the EAID grant.

City Council Wages for 2011

  • Council discussed if they should increase their wages. All city council members have put in extra personal time outside normal council meetings. If they decide to increase wages, an ordinance will have to be adopted and published by the General Election on November 2, 2010.

2011 Budget

  • Next week City Clerk Gruenhagen will be starting on the Cities budget for 2011. City Clerk Gruenhagen stated that a Budget Workshop meeting should be set up for the end of August.
  • Hamburg's proposed levy for 2011 has to be approved by September 15th, 2010.

  • City Shop driveway will be torn out and replaced next week.
  • Councilmember Mueller asked the other members of Council if he could be granted the authority to obtain 50 to 60 yards of black dirt for the side slopes of the shop driveway.

  • Councilmember Mueller and others of Council discussed setting up the new playground equipment for the Hall Park. They decided to ask Councilmember Cummiskey to head up the installation of the playground equipment.

Mosque: Insult or Non-issue

I have been fighting the urge to weigh in here and bring up the notion of a mosque being built within ear shot of 9/11 Ground Zero but I wanted to see what others felt about it. President Obama said last week, "As a citizen, and as president, I believe that Muslims have the same right to practice their religion as everyone else in this country. That includes the right to build a place of worship and a community center on private property in lower Manhattan, in accordance with local laws and ordinances." To which a spokeswoman for one of the 9/11 victim's group retorted, "Barrack Obama has abandoned America at the place where America's heart was broken nine years ago, and where her true values were on display for all to see." Plus, the mosque's construction "is a deliberately provocative act that will precipitate more bloodshed in the name of Allah" (http://www.fitsnews.com/2010/08/14/obama-backs-mosque-at-ground-zero/).

Newt Gingrich weighed into the mosque debate by saying, "Building this structure on the edge of the battlefield created by radical Islamists is not a celebration of religious pluralism and mutual tolerance; it is a political statement of shocking arrogance and hypocrisy" (http://www.humanevents.com/article.php?id=38282). The Right has been beating the drum against the mosque by looking into the Imam that will lead the mosque. Imam Feisal Abdul Rauf central tenet to his teachings has been the use of Sharia Law and has been questioned about who is funding the construction of the 13-story mosque.

Is this an issue of religious freedom or is it about the respect of those that died on 9/11?

Target doesn’t bend to special interests!

Today comments I sent into the Star Tribune were published on the topic of Targets donation to a pro-business group that subsequently gave money to Rep. Tom Emmer's campaign for Minnesota Governor. The comments posted today is the second time my comments were published by the Star Tribune on this topic. The uproar by the gay, lesbian, bisexual and transgender (GLBT) community over Target's $150,000 donation to a group that has placed an ad for Tom Emmer is questionable. Target is one company that recognizes the plight of the GLBT community by offering domestic partnership benefits and donating money to pride parades.

The donation by Target is to back a candidate who is probusiness.

Why is it OK for the GLBT community to focus on one issue when backing a candidate, but not OK for Target?

Since that time advertising and negotiations have been taking place trying to force Target into donating similar money to groups and candidates that a friendly to the GLBT community. After hearing that Target said they would not cave to pressures from outside of Minnesota I wrote this(http://www.startribune.com/opinion/letters/100939139.html?elr=KArksc8P:Pc:Ug8P:Pc:UiD3aPc:_Yyc:aULPQL7PQLanchO7DiUr):


 

Kudos to Target executives for not being baited by the Human Rights Campaign into an attempt to extort money by a single-issue group ("Target balks at counter contribution," Aug. 17). Does the HRC not realize that Target offers benefit programs that are friendly to the gay, lesbian, bisexual and transgender community while also giving money for the annual Pride festival? Or is this just another case of an outside force coming to Minnesota to push its weight around?

Target executives made a business decision to give money to a probusiness group that in turn helps probusiness candidates get elected. Target did not donate money to an anti-GLBT group. Will the HRC hire all the workers that Target, or any other company, has to let go if the environment in Minnesota becomes too toxic for businesses to thrive?

To paint Target, or any other business, has being anti-GLBT is pathetic. People are boycotting Target as well because of their donation choice. Don't people understand that in order for Target to thrive and offer jobs that it will back pro-business groups? Just take a look at the West Coast. Recently Utah raised their top level tax rate to 11% and the result was many businesses left the state and revenues dropped by $600 million. We need businesses in our communities to keep tax revenue flowing and if that means they donate money to a pro-business candidate then so be it. As I originally posed, "Why is it OK for the GLBT community to focus on one issue when backing a candidate, but not OK for Target?"

Hamburg City Council Minutes – July 13, 2010

Mayor Malz called the regular Hamburg City Council meeting to order at 7:00 p.m. Councilmember Steve Trebesch, Councilmember John Barnes, Councilmember Larry Mueller, Councilmember Brian Cummiskey, Deputy Clerk Sue Block, Maintenance Worker Dennis Byerly, and Fire Chief Brad Droege were in attendance. Also in attendance were Chris Lund (612 Kim Avenue) and Jacci Harms (representing Boy Scout Troop 361). Maggie Cummiskey attended the Closed Meeting section of the agenda. City Clerk Jeremy Gruenhagen was absent.


 

Miscellaneous Business (Public Comments)

  • Jacci Harms representing Cub Scout Pack 361 requested the use of the Hamburg City Park on August 8, 2010 and if the rental fee could be waved.
  • Councilmember Barnes moved to grant Cub Scout Pack 361 use of the Hamburg City Park on August 8, 2010 and to wave the Park rental fee, Councilmember Trebesch seconded and motion unanimously carried. All Council members were present.

Selection vs. Election (Memo from LMCIT)

  • The Hamburg Fire Department is working with the MN League of Cities on this issue.

HFD Relief Association 2009 Reporting Year Forms

  • Weber & Deegan, LTD audited the financial statements of the Special Fund of the Hamburg Fire Department Relief Association. The results of their tests indicated that for the items tested (deposits and investments, conflicts of interests, and relief associations) the Hamburg Fire Department Relief Association complied with the material terms and conditions.
    • Noted in the report was a thank you to Justin Buckentin and Eric Schoenbauer for their excellent preparation for and responsiveness to Weber & Deegan (Certified Public Accountants) audit requests.

Speaker System

  • The Hamburg Fire Department, Hamburg Lions Club, and the Hamburg Sportsman's Club are looking into purchasing a new speaker system for the City of Hamburg.
    • Hamburg Fire Department has committed $1,500.
    • Hamburg Lions Club will decide at their meeting on Monday night, July 19th, if and what they will contribute.
    • Hamburg Sportsman's Club has committed $400.

New Paging System

  • On Thursday, July 15th, the Hamburg Fire Department will be meeting with other county firefighters to discuss a new paging system. The new system can call specified phone numbers when pagers are out of range.

National Night Out

  • The H.I.P. group will be contacted to see if they can make up some flyers.
  • McDonald's were contacted by Councilmember Cummiskey reserving the jug & juice for the event.
  • Councilmember Cummiskey volunteered to organize the event and Councilmember Trebesch volunteered to help.
  • Maggie Cummiskey will be asked to contact the Red Cross to find out if they would be interested in participating at the event.
  • The Hamburg Fire Department Relief Association usually commits $350 towards the purchase of hot dogs, buns, cookies, etc.
  • It was also mentioned to contact Diane Hoffman from the Hamburg Lions Club.

Training Grant

  • Fire Chief Droege has applied for a State Training Grant. The request was for $2,700 to help pay for the Bloodborne/Airborne, Right to Know, Fire Fighter One, and for two specialty classes (Driving Simulator Training and House Burning Simulator).

Old Rescue

  • The Fire Department is still advertizing the old Rescue Truck for sale in two magazines.


 

Dennis' Report (Public Works & Utilities)


 

2010 Annual NPDES/SDS Permit Compliance Summary Report

  • The Minnesota Pollution Control Agency (MPCA) each spring reviews the cities National Pollutant Discharge Elimination System (NPDES) and State Disposal System (SDS) Permit Application. The 2010 report covers the period from January 1, 2010 through December 31, 2009.
  • Council reviewed the report and discussed the late submission of the DMR reports. Maintenance Worker Byerly will work on getting these reports done and sent in on time. The reports are due the 22nd of each month.
  • A new requirement listed in the report stated that the city is required to prepare a Phosphorus Management Plan (PMP) and submit it to the MPCA within 180 days of permit expiration.
    • Council decided to contact S.E.H. to help set up a basic plan.

Quarantine Notice

  • The Minnesota Department of Agriculture sent out a Quarantine Notice concerning the Emerald Ash Borer (EAB). Council discussed the alert and will discuss the issue later when and if the city goes under Emerald Ash Borer quarantine.

Estimates to Replace City Shop Driveway/Sidewalk

  • Council revisited the Shop Driveway & Sidewalk proposals from Southwest Paving, Inc., Wm. Mueller & Sons, Inc., and Hanson & Vasek Construction, Inc.
  • Council decided that the basic difference between the bids was whether or not Council wanted to replace the Shop Driveway with concrete or blacktop. Members of Council decided to leave the decision and motion as it was stated at the last City Council meeting.
  • Hanson & Vasek Construction will be contacted tomorrow, July 14th, that they were awarded the project.

Community Hall Ramp Canopy Repairs (Estimates)

  • Council discussed the additional damage to the Hall canopy and decided to ask the Insurance inspector to come back out and re-inspect the damage.
  • Council also decided to have the re-inspection done when Councilmember Cummiskey and a building contractor can be present.

Estimates for Re-Siding Park Food Stand

  • Maintenance Worker Byerly is working on gathering estimates.

Water Tower Stand Pipe Repair

  • Maintenance Worker Byerly was asked to follow up with the water tower company on when they will be able to repair the chipping paint on the tower. He should also coordinate the repair of the leak on the tower stand pipe at the same time.

Water Wells Usage – Consumption for 2010

  • The magmeter has been scheduled to be recalibrated. This may help lower the water discrepancy percentage.
  • The discrepancy in water pumped versus billed is currently within 10%, which is an acceptable percentage difference.

Dennis's Project List

  • Lock on electrical box has been put on.
  • Purchase Scaffolding – Dennis will call Menards to find out what type of scaffolding is on sale. He will also check on pricing for a new shop vac.
  • Waste Management has contacted Maintenance Worker Byerly about recycling light bulbs.
    • Council suggested calling the Chaska landfill for prices also.

Delinquent Utility Bills

  • Diana Payne (350 Louisa St) – Home is in foreclosure – no information on who to contact. Delinquency amount will be added to their property taxes in November.
  • Wm. Minnihan, Emily Siebold, Sean Peters, David Chadwick, Darrell Grams, Joe Conser, Fernando Gonzalez, and Liz Garcia were sent delinquent letters.
  • Chris Tordsen (618 Kim Ave) – Home is in foreclosure – no information on who to contact. Delinquency amount will be added to their property taxes in November.
  • Nick Nordin (419 Railroad StUtility bill will be paid in full at time of closing.

Expenses/Hours for MCFOA Clerk's Conference

  • Deputy Clerk Block was unable to attend the MCFOA Conference. The hotel room was cancelled at no charge to the City. The advance payment of $501.59 will be reimbursed to the City by Deputy Clerk Block.

Temporary On-Sale Liquor License for Hamburg Lions Club

  • The Hamburg Lions Club requested a temporary on-sale liquor license for September 11, 2010. The Lions Club will be hosting their annual Steak Fry at the Bi-Centennial Park.
  • Councilmember Cummiskey moved to approve the Temporary On-Sale Liquor License for the Hamburg Lions Club for their Steak Fry on September 11, 2010, Councilmember Mueller seconded and motion unanimously carried. All Council members were present.

I/I Abatement Program (Sanitary Sewer/Storm Water Improvements)

  • Funding for Sanitary Sewer/Storm Water Improvements
    • Council reviewed the email from Becky Sabie. The email basically stated that if the project is not done this year it is likely to be fundable next year.
  • Easements for Project
    • Twelve residents still need to sign off on their easements.
    • Deputy Clerk Block will call the County Auditor again and ask who can sign off on the vacant property at 470 Brad Street. Property is a tax forfeited lot.
  • New I/I Grant Program
    • The Minnesota State Legislature is providing a new grant for reducing Inflow and Infiltration (I/I) of stormwater and groundwater into municipal wastewater collection systems.
    • Councilmember Mueller checked into the requirements and it looks like only cities that are hooked into the metropolitan sewer system will be eligible for the grant money. He suggested having City Clerk Gruenhagen contact Ron Seymour (S.E.H. Sr. Community Development Manager) to get further information on the new grant.

Estimates for Automatic Door Opener for Polling Place

  • Only one quote was received for installing the automatic door opener at the Community Center which is also the official polling place.
  • Council discussed and decided to approve the estimate from Roy C., Inc. for $2,075.
  • Councilmember Cummiskey moved to award the installation of the automatic door opener to Roy C., Inc. and have Maintenance Worker Byerly contact Robb's Electric to do the electrical work. Councilmember Barnes seconded and motion unanimously carried. All Council members were present.
  • Maintenance Worker Byerly will contact Roy C., Inc. and Robb' Electric tomorrow to coordinate the installation. Installation must be completed by August 1, 2010 to be grant eligible.

City Council Wages for 2011

  • Mayor Malz suggested Council consider increasing the mayor and council wages for all the extra work and hours they put in "behind the scene". The Councils time should be something of value.
  • Mayor Malz asked members of council to think about this and have a plan or suggestions for the next council meeting. If council does decide to increase wages it will have to be approved before the General Election (November 2, 2010).


 

Approve Election Judges for State Primary & General Election

  • Election judges for the State Primary & General Election are:
    • Marvel Glander, Joan Stuewe, Delmer Droege, Ann Oelfke, Norman Thoele, and Diane Hoffman.
    • Head judges will be City Clerk Gruenhagen and Deputy Clerk Block.
  • Councilmember Barnes moved to approve the election judges as listed, Councilmember Trebesch seconded and motion unanimously carried. All Council members were present.

August 10, 2010 City Council Meeting – Change Date

  • The Primary Election will be held on August 10, 2010 the same day as the regular City Council meeting is to be held. Council discussed and decided to move the City Council meeting date to August 12, 2010 at 7:00 p.m.
  • Councilmember Cummiskey moved to change the City Council scheduled meeting on August 10, 2010 to August 12, 2010 at 7:00 p.m. due to the Primary Election, scheduled for the same day, Councilmember Trebesch seconded and the motion unanimously carried. All Council members were present.

2011 LMC Dues Information

  • The League of Minnesota Cities Board of Directors will be voting September 17th to determine the actual amount of increase to the 2011 LMC Dues. Dues are calculated based on the population as established by the latest Census, estimate by the Metropolitan Council, or estimate by the State Demographer, whichever has the latest stated date. The estimated increase will be 3 percent over last year's dues.

Approve Time-Off Request for City Clerk Gruenhagen

  • Councilmember Mueller approved City Clerk Gruenhagen requested time off from July 12, 2010 through July 16, 2010, Councilmember Barnes seconded and motion unanimously carried. All Council members were present.
  • Council approved to have Deputy Clerk Block work 40 hours that week to keep the City Office open to the public.

Carver County Fair Sponsor Request

  • The Carver County Fair Board sent a request to the City of Hamburg asking if the city would be interested in helping to sponsor this years Carver County Fair.
  • Council discussed the request and decided not to participate. The city already allows the use of City bleachers for fair events.

  • Handicap Bathroom in Hall
    • Councilmember Mueller commented on how much work Councilmember Cummiskey has put into this project however he recommended holding off on the project until Council finds out how much the Hall Canopy will cost to fix.

  • The new Hall park playground equipment should be ready to be picked up on July 27th. Councilmember Barnes and Mayor Malz will pick up the equipment from Plymouth when it arrives.
  • Area city groups will be asked to help with the installation of the equipment.

Mayor Malz

  • Mayor Malz suggested the City look into the cost and possible purchase of an automatic phone dialer. It could be used to call selected phone numbers in a given pattern to alert the persons selected to check the generator when there is an electrical power outage.
  • Mayor Malz commented on getting the City Council minutes out in a timely manner.

UK Telegraph takes shot at Obama

This afternoon, after a round of phone calls and face to face contacts, I sat down, prior to going to the Carver County Fair for my 3 hour tour in the booth, to catch up on the news of the past few days. I was reading the UK Telegraph and stumbled across this article: The Stunning Decline of Barack Obama: 10 Key Reasons Why the Obama Presidency is in Meltdown (http://blogs.telegraph.co.uk/news/nilegardiner/100050412/the-stunning-decline-of-barack-obama-10-key-reasons-why-the-obama-presidency-is-in-meltdown/). I understand that many that read the blog have railed against me as I have put Obama under the microscope but rest assured if/when Republicans regain control of Congress and/or the White House my venom for them will be just as harsh if they do not follow fiscal conservative roads.

The 10 reasons given by Nile Gardiner are:

  1. The Obama presidency is out of touch with American people.
  2. Most Americans don't have the confidence in the president's leadership.
  3. Obama fails to inspire
  4. The United States is drowning in debt
  5. Obama's Big Government message is falling flat
  6. Obama's support for socialized health care is a huge political mistake
  7. Obama's handling of the Gulf oil spill has been weak-kneed and indecisive
  8. US foreign policy is an embarrassing mess under the Obama administration.
  9. President Obama is muddled and confused on national security.
  10. Obama doesn't believe in American greatness.

Mr. Gardiner offers examples for each one to defend his opinion. I do agree that the plethora of vacations for the First Family is stained with an arrogant thought of entitlement. Not because they are taking the vacations rather to which locales they are going. Right now we have a Gulf region that is reeling from "the worst oil spill in US history" (which can be argued it was not) and instead of spending a significant amount of time vacationing there they choose more ritzy locales like Spain. I know the First Family will spend about 28 hours in the Gulf "vacationing". Can one really vacation for 28 hours?

While I agree with Mr. Gardiner that Obama's handling of the Gulf was pathetic, he did manage to extort a slush fund from BP so I don't see how that is completely weak-kneed. The Stimulus package and other items pushed forth by the White House under the banner of Big Government is a failure. The two benchmarks set forth by the Obama administration during the Stimulus push was that unemployment will not surpass 8% and it would create over 3 million jobs; neither of which happened. We were all warned of Obama's short-comings on foreign policy which was a motivating factor of putting Biden on the ticket. Even with Biden as VP the foreign policy has consisted of apologies and expansion of wars efforts.

I look forward to see how historians compare Carter to Obama as Obama is destined to be a one-term President. Obama may get saved though if Republicans take back Congress and prop up Obama as they did with Clinton. No matter which side of the aisle or fence one finds themselves on the reason given above are worth considering and discussing as we assess the policies of Obama.

I was looking for a comment made by a few and noticed that some of the comments have disappeared. I checked with the group that runs the blog site and it appears the blog had been hacked which resulted in the loss of some comments and other comments attributed to others. The powers at be assure me going forward that things are in order with a few changes made on my end and theirs. Unfortunately, we are unable to restore some of the comments lost. So if you do not see a comment you made, please re-post so we can continue the conversation.

Primary Tuesday - Obama v Clinton

Today several states, including Minnesota, will be heading to the polls in primary voting. While the expectation is a low voter turnout in Minnesota, the race for the Democrat Party primary in Colorado will be interesting. What makess the Colorado primary for the Democrat Party is that it pits President Obama versus former President Clinton. President Obama is backing incumbant Sen. Michael Bennett while former President Clinton is backing challenger Colorado's House Speaker Andrew Romanoff.

Normally I would not really pay to much attention to primaries in other states but this one is intriguing. President Obama has a horrible track record and many incumbants running in the fall are not even mentioning President Obama in their ads. Former President Clinton did some last minute stumping for Sen. Blanche Lincoln in Arkansas that pushed her over the edge. What will the pundits say tomorrow if Romanoff beats Bennett in the Colorado primary? If Romanoff wins, what does it say about President Obama?

Remove Government from the Marriage equation

This past week Chief United States Judge Vaughn Walker struck down Prop 8 that Californians passed last year that defined marriage between a man and a woman. The argument is that Prop 8 violated the Gay, Lesbian, Bisexual, and Transgender (GBLT) community Civil Rights. Let's be clear here, marriage is not a right. The choice of any two people or several people for that matter, wanting to share their lives together is not a matter that Government needs to be a part of. I understand that the GLBT feels they have the "right" to marriage. I understand the religious proponents of the same-sex marriage are determined to keep marriage between a man and a woman. Why is that we feel this dilemma needs government intervention. Am I alone to see that government created this mess by their co-op of marriage by giving tax breaks, requiring a license and collecting fees?

It is time for both sides to agree to remove government from the process. Remove marriage as an option in the IRS tax code. Remove the license requirement with states. The issue seems so simple solved by removing government from the equation. The barriers that the GLBT are looking to be removed are health care coverage, recognition of property rights that exist between married couples and having the same legal standing that is granted to married couples. Well, a number of companies, i.e. Target, already have recognized the health care situation by allowing coverage for domestic partners. My thought is that every health care plan should be label in this manner as the domestic partner can be anyone. The property of rights and legal standing is already obtainable through power of attorney and other legal writs and this is where all couples should be directed to.

Government has only made a mess of this issue. I know many will argue that the license in important to ensure the legal standing of the married couple – of age, not already married or citizens of the US. Do any of those reasons really matter? I understand that most religions see polygamy as a bad thing but who are we to dictate to another how they are to spend their lives? We speak of religious tolerance, and are backed up by the Constitution, yet we do not recognize the ability for a woman to "marry" several men and women. As I said before, it is time to get government out of the marriage business. By removing them from the equation we create a win/win situation. Marriage is not longer institutionalized and returned to Religious groups and all of us will have to develop legal writs with our partnerships.
